美伊馬不停蹄談判二天的成果及發展

第一章：

談判成果

從6/21 星期日早上開始到6/22星期一下午結束的美伊談判，可以說是馬不停蹄NON STOP ，耗時近36 小時。

美國主要媒體用馬拉松式會談A marathon meeting來形容，簽了所謂初步和平架構協議，是60 天之內必須達成協議的路線圖Roadmap。

卡達和巴基斯坦做調解人（ Qatar and Pakistan-mediated ），目的在尋求這個波斯灣地區的和平穩定（regional stability ）/ 放寬制裁 （ sanctions relief ）/ 核子監測 （nuclear monitoring ） 。

並且建立一個溝通管道， 避免在荷莫茲海峽（Strait of Hormuz）通行時， 發生事端。

三個重點目標

1:A permanent ceasefire in southern Lebanon

Joint Statement by the State of Qatar and the Islamic Republic of Pakistan Regarding The Conclusion of Lake Lucerne Summit, First High-Level Committee Meeting with Participation of the United States of America and the Islamic Republic of Iran

The first session of high level talks under the framework of the Islamabad Memorandum of Understanding have concluded in Burgenstock, Switzerland, with the participation of representatives from the Islamic Republic of Iran, the United States of America, and the two mediating parties, the State of Qatar and the Islamic Republic of Pakistan.

The Lake Lucerne Summit was conducted in a positive and constructive atmosphere. Encouraging progress has been made including the creation of a mechanism for further technical talks.

Building on the MoU, the parties have agreed to the establishment of a High Level Committee, which will provide political oversight on the mediation. Chief negotiators will report regularly to the High Level Committee and lead working groups focused on nuclear, sanctions, and a monitoring and dispute resolution group to ensure the effective implementation of the MoU, and on other matters.

The High Level Committee has agreed upon a roadmap towards reaching a final deal within 60 days, laying the foundation for the immediate commencement of further technical talks. In addition, a communication line between the parties has been formed for the period mentioned in paragraph 5 of the MoU to avoid incidents and miscommunication with the aim of safe passage for commercial vessels through the Strait of Hormuz.

Moreover, the parties agreed on the creation of a de-confliction cell, between the parties, the Lebanese Republic and facilitated by the Mediators, to ensure the adherence of the termination of military operations in Lebanon as per the MoU. Technical talks will continue for the remainder of the week at the Burgenstock resort on all issues.

The mediating parties will continue to do their utmost to ensure that the negotiations continue to be conducted in a constructive atmosphere with the aim of reaching a final deal.

The State of Qatar and the Islamic Republic of Pakistan express their sincere appreciation to the United States of America and the Islamic Republic of Iran for their ongoing commitment to diplomacy and a peaceful resolution to the conflict. 會後動向

Case 1:

美國副總統范斯（JD Vance）與美國談判團隊在結束談判後，隨即乘飛機離開了瑞士會場（ 6/22星期一）。Vance 說細節談判不會停止。

副總統Vance 說伊朗同意由IAEA 國際原子能總署的檢查人員回來伊朗做核能檢查。Vance 說對美國人而言，這是主要的里程碑。

（ 按：國際原子能總署（ International Atomic Energy Agency，簡稱 IAEA） 是一個致力於安全、可靠與和平利用核能的政府間國際組織，同時也是聯合國體系下的獨立機構，總部位於奧地利維也納。）

Case 2:

美國財政部也同步發布了為期 60 天的臨時許可證，准許伊朗出口石油。 期限是到8月21日。

美國財政部長Bessent 在X 上如此宣布：

“In line with the ongoing productive talks in Switzerland, Iran has committed to free and open transit in the Strait of Hormuz and to permit International Atomic Energy Agency (IAEA) inspectors into their country,”

伊朗已經承諾允許 國際原子能總署（IAEA） 的核查人員入境，並在過去的諒解備忘錄中同意維持 荷莫茲海峽（Strait of Hormuz） 的自由與公開通行。

“As part of the framework, Treasury has issued a temporary 60-day general license authorizing the production, delivery, and sale of Iranian oil”

(美國的放寬政策)作為初步協議框架的一環，美國財政部核發了一項60天的臨時授權許可，允許伊朗生產、交付並以美元銷售原油與石油產品。

另外，這個臨時許可証，並不包括北韓/古巴/ 克里米亞地區（Crimea region )。 這三個地區不但不能買伊朗的石油，而且不能利用其他方法得到利益。（ 按： 克里米亞地區原屬烏克蘭，在美國歐巴馬總統執政時期，被俄國佔領。而4 年前在拜登當美國總統時，俄國再度出兵烏克蘭，至今戰爭仍然無法結束，雖然膠著狀態，但是包括克里米亞地區，俄國佔據烏克蘭的領土，已經超過烏克蘭領土的20%。）

Case 1:

6/23 日星期二美國國務卿Rubio ( Secretary of State Marco Rubio ) 打鐵趁熱，動身前往波斯灣各國， 展開多邊會議， 建立美國帶頭的同盟。

Case 2 :

美國總統川普說伊朗經濟在戰爭中嚴重受損。而且美國石油已經下降很多，汽油每加侖下降至3美元多。 隨著Hormuz 海峽的自由通行，價格還會繼續下跌。

Case 3 :

北約秘書長Rutte ( NATO Secretary General Mark Rutte ) 說：如果沒有川普總統對伊朗開戰， 毀掉伊朗的核武設施，世界將有嚴重的危機。

Case 4:

黎巴嫩總統Joseph Aoun 公開聲稱，在和美國副總統Vance 和國務卿Rubio 通電話時，感謝美國的幫助，真正要結束黎巴嫩南方，以色列和Hezbollah 的戰爭。

結論

今天下午（ 6/24 星期三） ， 美國川普總統和北約秘書長Rutte在白宮開完會議之後，舉行記者會。

川普總統公開宣稱，2/28 在向伊朗開戰之前，他主動向中國中共Xi 主席 ( President Xi ) 打電話，先通知Xi ， 表明希望Xi不要介入這個戰爭。 Xi爽快答應。 川普總統說Xi 選擇不介入幫忙伊朗， 是對他（ 川普總統） 示好。

這件事情可以如此解讀：

Xi 可能認為美國川普總統會派軍隊真正打入伊朗的境內， 以過去美國的越戰，伊拉克戰爭以及阿富汗戰爭， 美國的陸戰，無法速戰速決。 何況伊朗從中國學到陸戰的佈局， 美國說不定進軍進入伊朗，反而進退兩難。中國再出來當和事佬。大取其利。

想不到美國川普總統完全不用陸戰， No Boots On The Ground.

伊朗戰爭進展，使得Xi 發動台海戰爭的機率降低。
